Center of Management of Networks and Services of Telecommunications GERTEL
In the year 2002 EMPRESAS MUNICIPALES DE CALI (EMCALI), the principal company of Telecommunications in the city of Cali, the third party city in importance in Colombia and second in size, initiates a project of replacement of the three Centers of Management of propietary technology of the Telephone Switches, Ericsson AXE, Siemens EWSD, Fujitsu FETEX, for an Intelligent System of Mediation centralized, that allows to realize the functions of Administration, Operation and Maintenance and to facilitate the automation of the service management in line, the management of alarms and the collection of information of local consumptions and of details of long distance and of Intelligent Network.
The principal problem was the obsolescence of the existing centers of management, each one propietary technology, with propietary protocols of communication, without any interoperability between them, a terminal of management for every type of telephone switch, it was not possible to realize the management in the shape of network, different orders for similar functions in three technologies of switch, the management of alarms realized to hand for orders and without the methodology of the orders of work that this optimizes and guarantees the fulfillment of the activities of operation and maintenance. The existing solutions of the market in that year by means of the putting in practice of a network of direction TMN, were demanding big expenses of the investment and a lot of time the processes of contraction and putting in practice, which was the presentation the risk the telephone service in the city of Cali
In view of the emergence of the Intelligent Systems of Mediation, with costs of investment that allow economies of scale, EMCALI in the middle of the year 2002 awards to IP TOTAL SOFTWARE S.A., a contract for the mediation, configuration of services, collection of information and management of alarms of all telephone switches, by means of the only system of management centralized, that allows the management in net IP, graphical and Web environment, following the frame of reference of the model eTOM (Telecom Operating Map) of the organization TMNForum, by means of the adjustment of products of software of the NGN Manager Suite (NGN Mediator, NGN Collector, NGN Alarm Manager), with maximum time of implementation to December, 2002.
The management of the project on the part of EMCALI was at the expense of the current president of COMPLEX SERVICES INTERNATIONAL, INC., subsidiary of Total IP Software S.A. in the United States of America.
With the new Center of management for Emcali's Telephone Switches called GERTEL, implemented on December 2002 in first phase, achieved the optimization and automation of the functions of Administration, Operation and Maintenance of the Telephone Switches, to allow to adopt the methodology of orders of work and to realize the activation and massive automatic deactivation of services for transference of information from the Customer care system and billing system SITEL.
This first stage of the center of management there were covered the first 3 layers of the pyramid of management TMN, Network Element Layer (NEL) for the Control and Operation of the elements of the network, Network Element Management Layer (NEML) for the management, control and coordination of the elements of the network, Network Management Layer (NML) for the management, control and operation of the network.
The following phase of GERTEL must be the integration of the management of network of the telephone switches with the System of management of the new Multiservices Network acquired by Emcali Telecommunications, the incorporation of the Provisioning services in line with all elements of network integrated with the Customer care system and billing system SITEL of the new Technological Integral Platform contracted by Emcali.
