Complex Services International, Inc. was incorporated in the United States of America in August 12 of 2005, as part of the IP Total Software expansion and diversification plans. Its main objective is to be dedicated to the importation, exportation and consulting services for telecomunications and information technologies covering United States of America and Latin America.

Since the beginning of the operations in the United States of America Complex Services International, Inc. has taken care of the sale, design, development, implementation and support of OSS (Operative Systems Support), for telecommunications companies by means of the IP Total Software products, which at the moment of choose NRM (Network Resource Management) software for next generation networks has become the right decision, offering a complete application suite for accomplish that goal: NGN Provisioning (Provisioning), NGN Collector (Collector), NGN Activator (Mediator). The company have the following clients in Colombia: EMCALI E. S. P., the main company in the telecommunications industry of Cali (the second Colombian city in population); EMTELCO S.A. telecommunication operator of data transfer over Frame Relay and ATM networks; Flycom S.A. a private carrier of the ISA group; and ORBITEL S.A. the second bigger operator at long distance calls in Colombia. 

Complex Services International, Inc., taking advantage of their presence in the United States, their commercial and technical capacity for deploy and support VoIP services, using convergent technologies and networks, which make possible the interconnection of several telephone operators around the world, and in order to develop projects that involve Connectivity, Value Added Services (VAS) and VoIP Solutions has made an agreement of STRATEGIC ALLIANCE with the company Cyberexito Ltda.  Cyberexito is Colombian company specialized in Value Added Services (VAS) implementations for companies of fixed and mobile telecommunications, and technology provider vendors in United States.  With this alliance, the strategic aggregate values of the two companies will be used as an advantage in the way of undertakes information technology and telecommunications market.

Among the business partners of Complex Services International, Inc., are MCM Software Solution, Inc., international supplier of e-business solutions and its product JEVOLUTION that permits fast web applications creation for management corporate information, with presence in United States of America and some countries of Latin America as Colombia, Brazil, Venezuela and Panama;  Digitel SRL specialized in Radio Communication products and services, construction of broadcasting transmitters, bipolar and circular polarization antennas, antenna towers, power sources, converters, with services in Peru and in expansion to other countries through Complex Services International, Inc.
